Charter of the Permanent Parliamentary Council on Open and Transparent Governance

By the order of the Chairperson of the Parliament of Georgia David Usupashvili issued on 12th February, 2016, the Charter of the Permanent Parliamentary Council on Open and Transparent Governance was approved.

According to the order, Permanent Parliamentary Council on Open and Transparent Governance consists of the MPs and is chaired by the Chairperson of the Parliament or by a person designed by the Chairperson of the Parliament. The Council must include one representative from each of the parliamentary factions and MPs, who are not not members of any of the parliamentary factions. Consultative Group is established to include representatives of the non-governmental and international organizations. The membership of the Group is open for the SCOs and international organizations. The Chairperson of the Consultative Group is elected by its members for a one year term. One and the same person can be elected to the position of the Chairperson only twice.

The Permanent Parliamentary Council on Open and Transparent Governance has an authority to: Elaborate and present the strategy and the action plan of the Open Parliament Georgia to the Bureau of the Parliament of Georgia for further approval; Ensure the coordination and monitoring of the implementation process of the strategy and the action plan of the Open Parliament of Georgia; Ensure the coordination and monitoring of the implementation process of the strategy and the action plan of the Open Parliament of Georgia; Elaborate and approve the monitoring and assessment mechanism for implementing the strategy and action plan of the Open Parliament Georgia, prepare relevant recommendations when necessary; Request any information and document related to the elaboration and implementation process of the strategy and action plan of the Open Parliament Georgia; Provide analysis of Georgian legislation, prepare proposals and plan measures designed to improve parliamentary openness and transparent governance in the Parliament; Monitor Parliamentary Openness and transparent governance in the Parliament, as well as access to information, and prepare relevant recommendations; Fulfill other obligations defined by the legislation.

The Permanent Parliamentary Council on Open and Transparent Governance has a Council Secretary. The Council Secretary is an authorized person from the Cabinet of the Chairperson of the Parliament of Georgia. The Council Secretary performs organizational and procedural functions, provides the Council with necessary information, technical equipment and ensures adequate conditions for holding meetings and other activities of the Council; The Council Secretary also performs other organizational functions according to the competences of the Council.
